I needed this for a project. It works for Panels v2 alpha 9 and up. Haven't tested for prior versions.
Mild modification should make it work with Panels v1.

Need Patch for Panels (attached) and

Arguments are parsed from the URL and can be replaced in your meta tags by using %0,%1,%2...

Panels Alpha 11 will handle this better.
