When I read the documentation about how to get uploads in comments it suddently shook me that the comments should be CCK's. I have seen this issue before, in general, but it seems like a really good idea. You could then choose a view which contains the comments of each project, or by default.

Just a crazy idea.

To enable uploads (attachments) to comments see comment upload module:
http://drupal.org/project/comment_upload

You already can create views with comments.
