Works from edit button
http://domain.com/node/11/edit?destination=node/10/questions

I have given users permission to edit their own questions and I can see how you want them to go through the system with the destination because after the submit it returns them to the manage section. This could be theme level but I am not sure.

*note if you are logged in as admin you can click the summary link and it takes you to the node to edit it without access denied.

Also getting an warning for:

Theme key "node_form" not found.

dont know if this is related or separate situation.

You have to enable the permission "View quiz question outside of a quiz"
