Basic settings not clickable in Zen Classic

The top link: basic settings is not working in Zen Classic. ( I have checked it in Zen and Zen starter and it works fine)
Maybe there are other popular templates in whichs this is an issue. The link appears almost like a picture, can not highlight it, and you can not click on it either.
