With earlier versions you could click on a box and it created a table of contents at the top of the newsletter. Doesnt happen in the latest one.

Note, this is when you go to content, click on a group of articles, then choose "Create Newsletter" - there is no option to create the table of contents.

When you go to "Content" , "Create Newsletter from Content", you do get that option. It should be there in either case I think.

the last version doesnt work you get the attached when you try to create a newsletter from this screen /admin/content

Or we can choose other tools to help us to create a table of contents.
