This patch makes two changes to improve accessibility:

1. The HTML output for the static stars from "12345" (for 5 stars) to the actual value, e.g. "3.5" so that it makes sense without CSS.
2. The radio buttons are labelled properly (e.g. "Clear vote", "1", "2", etc).

These changes are not visible on the page when JavaScript and CSS are enabled.

Please roll the patch against the latest development version, this one doesn't seem to apply. Also, make sure you use 2 spaces instead of tabs in your code.
