As Drupal documentation says (http://drupal.org/getting-started/before/overview), it's a Content Management Framework.
There's an US Patent on "Content Management Framework for use with a system or application development" from 2007 here: http://www.google.com.co/patents?id=WO2fAAAAEBAJ&zoom=4&dq=%22content%20...
Does this mean Drupal users someday will have to pay royalities for these guys?

No, because Drupal and many other content management systems were around before this patent was registered, so they are what's known as "prior art". If the patent is broad enough to cover Drupal, then it's simply not valid. It's not difficult to patent something that isn't really your own invention, but it is very difficult to enforce such a patent.
