Vocabularies should be referenced by their "machine name" instead of their vid [#1858114]

This would prevent issues when rolling out permissions using features across different systems, e.g.

features[user_permission][] = edit terms in main_vocabulary

instead of

features[user_permission][] = edit terms in 1
