Please use deltas for the blocks that are more in keeping with "standards;" that is, integers starting at zero.

The reason I ask is I have used Delta in the same way before in other projects although I have always used numbers but not always starting with zero and going up.

Yes, I have one taxonomy based module where I use the vid for the delta value, so they are not necessarily sequential. But that is a special case where it's a very handy way of passing a "parameter."
