I was trying to create layer utilizing the publicly accessible layers search function and received the following error:

Cannot load GetCapabilities document: failed to load external entity "http://206.16.22.173/wmsconnector/com.esri.wms.Esrimap/BLM_MAP_PLSS?SERV..."

Could this be the result of a proxy setting? 7.x-1.0-beta2+7-dev

I suggest that the WMS URL does nto exist any more and this has nothing to do with Cartaro or any proxies in your installation. Try to paste the URL into your browser. Do you get a GetCapabilitites document there?

I got it working through Geoserver via proxy and cascaded a WMS layer via cartaro. Please close.
