Make voting period for guests configurable.

Fivestar module is a great one. Saved me much time in 2 projects. Thank you for your work.

I have found that you hardcoded period during which guest is not allowed to vote to 24 hours. Here are those lines:

db_query($sql, $type, $cid, $uid, $hostname,  time() - (60 * 60 * 24));

$result = db_query($sql, $type, $cid, $uid, $hostname, time() - (60 * 60 * 24));

In my project guests are not allowed to duplicate their votes during 3 months. I patched the module and decoded to ask you for a new feature - configurable period. Just put the period onto the fivestar settings page. In addition, that would be great if there will be an option to disallow repeating vote at all.
