I searched the module issues for "bounce" and did not find anything, so I am asking right here: is this module doing any kind of bounce-handling???

no, and most likely wont. Bounce handling needs more integration with the server than drupal does. Civicrm civimail does handle bounces, but again there are higher requirements to get it working. (you need to configure SOAP and/or amavis to get this to work) So, my guess, is that Simplenews (simple being the key word here) probably will never handle bounces.
