Do you have newsletter in your Newsletter vocabulary (Admin > Content > Catergories)?
Do you have newsletters listed in Newsletters admin (Admin > Content > Newsletters > Newsletters > List)?

If the first answer is yes and the second no then try this patch: http://drupal.org/node/156851#comment-325836

The answer to both is yes. The newsletter issue of note is in the Drafts section of Newsletter; the two Newsletters are listed on the Newsletters tab (Newsletter A and Newsletter B) and when i click to edit the draft issue, it has the collapsible "Newsletter sending options" section, but nowhere to select which Newsletter (A or B) to send this newsletter issue to. If i recall, it should be at the top of the page edit.

???

thx,

The newsletter select list is standard taxonomy functionality, Simplenews does not affect this list.
Did you delete and re-added the Newsletter vocabulary and/or tags?
Do you have any module installed that does something with taxonomies? For example Category?

Got it. thanks for the clue.

The Newsletter category was there (vocab) but was not checked for content type newsletter issue. Checked that, and now works fine.

can close.
