is always set to the private directory instead of the expected file directory.

File system has sites/default/files as public and sites/default/files/private as private

With one path set as /%uid all images are loaded into sites/default/files/private/u2
rather than sites/default/files/u2 and they cannot be served publicly.

Setting the default download system makes no difference nor does any of the common settings in IMCE

Is there any way to reset the to be the public file system?

I can not reproduce the issue with the given information. Try with a clean installation to see if there is a difference.

If Drupal default file system is set to private then IMCE shows the private files, but what if you want IMCE to show files from the the public folder?
