Standard 2 column or Builder with 2 columns displays 2 columns. AT Responsive Panels do not. See screen-shots with Layout and Preview showing these scenarios.
I find this issue applies for a footheme adaptation, Corolla, the AT Subtheme and AT Core themes equally, in current versions of Chrome, Firefox and IE.
The site http://lca.karunadev.net/content/contribute is currently using the AT Responsive Panels - 2 column layout, with the layout as per the screen shot (one panel each in two columns).
Here is the Status information for the implementation:
I would like to use the responsive panels for mobile device support. Your help is very much appreciated.

karunadave commentedOK, talking this out with a friend, I am starting to wonder if I am getting cell phone layout on PC because the theme is "mobile first".
Could this be it?
If this is the case, can I ask what Responsive means, for it is not responding to a PC browser with the PC layout?

karunadave commentedAnother update: I enabled Responsive JavaScript, and now I see what I was expecting.
Yes, awesome!
