I don't want themers to tinker with content settings nor fields.
I just want them to be able to rearrange fields in the Field UI 'Manage display' tab for content types.
Tried with the latest DS but could not get to it.

DS doesn't provide that no, there's a module that does this for fields though, see http://drupal.org/project/field_ui_permissions

It *almost* does what I want: it lacks the finely grained permissions to allow access to 'Manage display' without allowing to 'Manage fields', too. But I think it's close enogh to be a good start. I'll take a look at it and see if a patch fits.
