Date select offset seems to offset from existing entered value...

In other words...if I edit an existing node that has a year of 1994 entered, and I have an offset of -13:+4 entered in the date field configuration, the select dropdown will start from 1981...

Yet when I create a new node, the select dropdown will start at 1994....it seems like a bad date dependency somewhere in the code.
