I just installed the latest quiz (7.x-4.0-beta1), still got the same error.

I also have this same issue. I just installed clean D7 and quiz beta 1 + mollom, google analytics, xmlsitemap modules, nothing else.
Then I enabled all the question type modules and disabled all commenting from the content type page (From all question content types). Warning: array_merge() [function.array-merge]: Argument #2 is not an array comes at page admin/quiz/settings/questions_settings

This is already fixed in dev branch. I'm not sure as when the maintainer will release the next version. If you need early access to next version, download it from http://hub.knackforge.com/projects/quiz-support/files
