Requesting more questions than exist in a category causes error

In categorized random questions quizzes when the number of questions to select from a category exceeds the number of questions in the category the quiz returns an error instead of questions.

The attached patch changes the number of questions to select to match the number of questions in a category if the error would have occurred.
