Setting the roles on 'admin/user/access' has no effect whatsoever. This was mentioned before in http://drupal.org/node/180489 but that was a big feature request and while answering the whole issue it slipped away.

What I can do is change these roles into
- 'create annotation': so a select group can create an annotation
- 'read published annotations': published (editor, others) annotations are readable

This will give site admin a finer grain of granting the rights for creating and reading annotations.
