As the admin, I would like the ability to set a defined aspect ratio / image size (i.e. 640 x 480). On upload, I would like the user to have the option to crop their images (no matter size or aspect ratio) to the defined aspect ratio / image size and on submit have the server resize the picture.
(The option to resize the displayed pictures is critical. We have some users who will upload HUGE files that slam the server when attempting to view.)

silviogutierrez commentedGallerix already does this. You set a resolution in the settings page, and all user submitted pictures will be rescaled to this resolution. Know that it's rescaled, not resized, so it does exactly what you want. The only difference between what you want and what Gallerix has is that resizing is not optional. ALL pictures are resized to fit the target resolution.

Also, it is really important that the displayed image is a resized image. Again, users will upload a 10MB file and displaying one or more of these on a page as a rescaled picture starts becoming really problematic and costly.
This feedback comes from daily experience with one social network with around 10,000 uniques and another site with over 1,000,000.
