Well, the rest of them are 16x12 with no border, sorry but that one won't fit, no special reason to assume white background...

Borders can be defined in the CSS if needed

Here is the version without the border... which unfortunately looks like just a floating meatball in all of my themes.

Ok, flag is in.

That border issue, maybe you should try to fix it at the theme level, in the css, I mean, define a border for all of the flags or for none. I just try to keep all these flags consistent.
