Actually, it does work with Panels Everywhere. Maybe need better documentation. ^^

Maybe you can send me privately some basic instructions and then in return I can prepare some more detailed documentation for your theme users if you don't have the time. I just need to go through the process first.

Regarding Panels Eveyrwhere... I am still trying to wrap my head around WHY? If the header and footer will be mostly static as it typically is... then why not just use panels and panelizer for the main area content? Maybe I am missing something. I am curious what your thoughts are on this?

Just an FYI, I've used radix with panels everywhere on several projects and it works just fine.

when i enable PE, then the CDN bootstrap from radix theme will not be loaded!

can anyone help me how to get my bootstrap loaded again with panels everywhere enabled?

I can confirm with jo_kasper that bootstrap & modernizer are not being loaded when PE is enabled. This is on a Panopoly sub distro site.
