I have created a patch, which is a first shot at an overhaul of the admin settings for quiz.
This overhaul includes:
- An option to default to always available
- UI change to the settings page to group settings by what they do.
- Addition of the option to globally disable always available, or open close options, or nothing.
--This setting only works on new content, it is not retroactive, though it will effect old quizzes which are edited.

This is by no means perfect, and probably needs some good old iterative editing. It would be great to rework some of the php functionality with jquery to make things more intuitive.
