I was wondering this as well. IMCE is such a powerful module but not being able to easily capture and export settings with features is disappointing. I wonder if this functionality doesn't exist due to features like functionality being pulled into core in 8. (At least that is what I heard)

You're talking specifically about exporting IMCE config profiles, right?

You can use strongarm to export the imce variables, though I don't think this is an ideal solution.
