Steps to reproduce: Open global settings page - wow.

This page is way too big and - especially for drupal-newbies - somehow confusing. There are some settings that are not likely to get adjusted. The suggestion made at [1] was just to make "shortcut icon settings" and "logo image settings" collapsible and collapsed.

I wouldn't agree that "shortcut icon settings" and "logo image settings" are not likely to get adjusted.
Therefore I would rather hide "Path to custom xyz" and "Upload xyz image" until "Use the default xyz" has been unchecked, just the way custum date/time formats are hidden until "custom" has been selected.

As this is the same for both global and theme-specific settings, I consolidate #202336 with this issue.
