I want to change this website http://www.moeys.gov.kh/index.htm to use Drupal but i don't know how to put block like this http://www.moeys.gov.kh/index.htm
Please look it and if every body know please help me

Since I don't know Khmer language, I'll refer to the English version of the site.

I am not sure that I understand your question correctly, but I'm guessing that what you want to know is how to put blocks like "Education", "Youth", "Sports" etc. on your front page. Is that correct?

To have full control over how to place blocks on a page, I suggest you use either Panels module, or a theme that gives you this kind of control, such as litejazz and several others of the themes from Roopletheme.

Drupal has primary and secondary links built-in. Create a new menu that has your secondary links and go to admin/build/menu/settings to select which menu has primary links and which one has secondary links.
