Proper theme calls in filter and block modules

I came across this issue while reading here. The filter and block modules call theme_flickr_photo() directly rather than going through theme('flickr_photo',...), which makes theming somewhat more difficult.

Patch applies to 5.x-1.1 and at a glance looks like it might still apply to the dev branch.
