I want to allow the users can give there vote in plus or minus type of rating.
Does this possible with the advanced poll module?

There are probably other modules that are closer to your usercase (e.g. fivestar, vote up down). The best I can think of here is that you create a binary poll with two choices: one for plus and one for minus.
