Mail Variable !url_unsubscribe not working.

When sending notifications, the message has no subject and the following body:

A forum Test to which you have subscribed has been updated at http://www.site.com/forums/571
You can unsubscribe at !unsubscribe_url.

I have the Mail Edit and Subscriptions Mail modules enabled.
