User without access for giving kudo still can see names of Kudos on teaser
It could be propably hide at all

Did you try to have them not have permission to VIEW kudos then?
If you strip them of the ability to view kudos, then they will see nothing.

No, users have view kudos permission when I wrote this bug.
As far as I understand it - I think that if user have no kudos giving permission then he coulnd't see kudos form or names in this form.
view kudos permission I understand as that user can viewing kudos on various nodes from various people.

This working as designed... though point is taken and will be addressed as an option.
