Just activate per user albums under admin/settings/acidfree and then move over to admin/user/access make sure upload to any album is unchecked for that type of user and put a checkmark for the following for that type of user: 1.create acidfree albums 2.edit own acidfree albums 3.get a per user album 4.use album contents mode. I also have them able to mass import. This setup works for me- the only album that they can upload to are their own albums.

Oups, my mistake. I had set:
Share albums by default
Marking an album as shared will allow other users to post items in it.
Now it works like a charm :)
