Issue Summary
User A submits a webform. User B, who has annotation privileges, annotates User A's submission. User A can see User B's annotation, but can no longer see the original content of User A's submission. User A instead sees blank fields in the form (with User B's annotations at the bottom of the form). However, User B CAN see both User A's original contribution and User B's annotations. At the very least, this seems to be counterintuitive, if not a bug. Possible problem with permissions? I've tried various permission combinations, but nothing seems to work.

This is not related to permissions, but to how many times a user can reply to a webform.
Perhaps this is the problem: User A sees blank fields because he/she is allowed to fulfill the webform again. Any user can reply to a webform up to a limit.
Have you tried to limit max number of responses? What happens when user A reaches the limit? Can the user see own responses, or are there blank fields instead?
The monitor of my desktop computer is being repaired, and all my code is there, so I can't try for myself what you're talking about, but I'll have a look at it ASAP.
