This patch implements the menu path settings as a variable per vocabulary. It also enhances the UI be reducing fieldsetitis. It moves the per-vocabulary settings into their own pages, paths (admin/settings/taxonomy_menu/VID) and forms, and displays a summary of each vocabulary on admin/settings/taxonomy_menu.
