Add ability for "editors" to edit users files

In our site we have "editors" that go through article submissions and clean them up for approval. We wanted to give these editors the ability to add and edit images that have been uploaded by users. However, we didn't want them to have access to make "administrative" changes to IMCE.

This patch adds a "manage imce images" permission to give roles these permissions.
