Is it possible to allow users to set the published/unpublished option only on one node type? I may have missed reading about an existing feature here, but please let me know.

Which one do you think is the best option?

I think the best way to do it would be more permissions, but I don't really want to add 100s of new permissions to the already confusing table.

This has been added in the latest 6 release.

There are now override permissions for each content type.

No, this is only available on the 6 release.

Although when I do have time I hope to role it back to 5, but doubt it will be for a while because of the Holidays etc.

Drupal 7 release will need to be in the works then!
