I am not very sure whether this is really a bug, or just a change in new version.

In 5.X version, there is always a block for displaying all site terms by the order of weight, but now in 6.1 version, I can not see this block, only seeing blocks for each vacabulary and for current post.

So, is this a bug or not?

don't you also see a block called "tags for tags" (versus tags for categoryx)?

Check again, don't have 'tags for tags'. Just have three:
tags for current post
tags for vocab1
tags for vocab2

I'm a little confused - neither my 5.x or 6.x versions have such a block, just one for "tags for current post" and one per vocabulary, Looking at the hook_block code for both versions confirms this.

There was a patch to introduce a similar feature, but it never got committed. Were you using that patch/similar?

In 5.x version, there is a block showing all terms no matter under with vacob. The block displays the same as what 'http://site.com/tagadelic' URL does. Now in 6.x version, I can not have this block display of all terms based on weight.

no, there was not. Sorry, you must have pathced something, or used some code snippet without documenting that.
