I have a taxonomy_menu in a block. I switched it's parent from navigation to my new menu and made a new block for the new menu. It isn't visible to anonymous users (or any user) unless I give them "administer taxonomy" rights, which I don't want them to have for obvious reasons. It is visible if I leave it in the global navigation menu.

There isn't anything else related in settings > taxonomy_menu or in administer > access control
I'm running brand new 4.6 everything.
A related question was posted here http://drupal.org/node/7813 with no answer.
There's a patch posted here http://drupal.org/node/12823 but it doesn't work and appears to be older than the version of the mod I have now.

Basically, I can move the taxonomy_menu anywhere I want but it wont display for anyone without administer taxonomy permissions.

Is this being worked on? Should I submit this again as bug or is there another answer and I'm a moron?

I found a work-around for this. If you create the taxonomy vocabulary, Move it from the Navigation menu to a custom menu, enable the block, THEN add the terms to the taxonomy, the menu will display correctly without giving admin permissions to all. Anyone who is interested in more detailed instructions - just ask!
