The URL provided by install/enable for the permissions is incorrect and results in a page not found.

Two minutes ago I tried to duplicate this, but the link worked without problems. Can you duplicate the problem?

I have removed the module.

That post-install/enable link to the permissions page is incorrect on my 6.3 install as well. When I copy the link, this is what I get.
http://admin/user/permissions#module-vocabindex
Looks like it's missing a base url.

I think I know what caused the problem. Please try the attached patch containing what I think is the solution.

Since nobody bothers to reply in this thread anymore I decided to commit the patch from #5.
