I would love to see a nicer-looking User Interface. Some CSS would do the job, I guess.
As for some deeper changes, the way wordpress handles image uploading and inserting them into the wysiwyg editor could serve as example! (see the two screenshots in the attachments! sorry, they are in german, but basically they show how images can be uploaded and browsed. all of that works without opening new browser windows.)

jjh commentedMaybe the ability to theme IMCE (this is a new 6.x feature!) will resolve the issue of how IMCE looks?
As for how IMCE feels / behaves, I think we should evalute some of the new 6.x features before asking for further changes!
New in 6.x:
- Improved UI:
- Tabbed interface for file operations.
- Resizable workspaces.
- Ftp-like directory navigation.
- Additional keyboard shortcuts: home, end, ctrl+A, R(esize), T(humbnails), U(pload)
- Multiple file selection(using ctrl or shift).
- Ajax file operations.
Integrating the IMCE UI more into the HTML page
As for the useability of IMCE, I also consider the following other feature request important: The idea is to have IMCE appear in a lightbox frame instead of a popup window. My hope is that this will to a lesser extent break the continuity of editing a node. See http://drupal.org/node/239780

Even better than opening a lightbox frame would be (in my opinion) to provide a collapsible panel for IMCE that sits inside the HTML page underneath the editor window. This way, IMCE would behave the same way as the built-in WYSIWYG editors - they don't open popup windows either, nor do they appear in lightbox frames that block the user from accessing other parts of the page! Please see the attachment "collapsible_imce_editor.png" to this posting for how I imagine this could work!
