Make order nodes tab at admin/content/taxonomy/x optional

If not using the default nodeorder pages for displaying and ordering nodes then it can be a bit confusing for web site editors (as opposed to admins) to have the order nodes tab and links at admin/content/taxonomy/x that take them to the default node ordering pages. The attached patch adds an option to the nodeorder admin form to allow setting whether this tab should be shown.
