Rename Language Switch and Translation block names

Jose, I think that these two blocks need to be renamed. This question comes up over and over again. How about Switch Interface Language instead of Language Switcher, and Switch Page Language for Translations? Or maybe Translate Interface and Translate Page? I think the key here is to have the two blocks appear next to each other in the Block list, so that people can see that there two blocks right away. The Translations block is so far down the list, most people miss it.

We could always get rid of the Language Switcher block, or, in case some people actually do use it, have it only appear in the block list if an option is checked in the settings page.

I realize this is a low priority right now with 6.x in development, but here's a patch to change the names of the Language Switcher and Translations blocks. I used Translate Interface Only and Translate Page. I also changed the description of the Translation block function as it was a copy-paste from the i18n code :)
