I've enabled Site Name and Site Slogan in the configure section for this theme and I see them in the title bar, but they don't appear anywhere on the site. I tested with another theme (Bluemarine) and they appear as expected with that.

* and I see them in the title bar => they always appear in the title bar even if they are not enabled (title bar is rendered when you configure Name and Slogan in admin/settings/site-information)
*they don't appear anywhere on the site => slogan and site name are not displayed when logo feature is enabled in ../admin/build/themes/settings/beginning (even if site slogan and site name are also both enabled).
This is due to the php script in the header div (see also the related function in template.php)
If Logo feature is desable and both Site name and slogan are enabled, you will see them
why this choice ? because I consider creating a logo (ie an image with both site name and slogan) is much "design" than a simple "writting"...
note that this feature directly come from the deco theme http://drupal.org/project/deco
