Using latest official version of simplenews. I use poormanscron, which appears to be working fine.

I have looked over other threads. Cron works when invoked. Taxonomy permissions not an issue.

Any ideas here? My client is starting to freak.

Do anonymous users have access to the newsletter nodes?

Do you mean can they access content? Yes. I am having the same problem as jboeger. But why would the issue you raise affect transmission of the newsletter?

Cron runs as anonymous user and has only anonymous user privilege to access content. See this issue for a patch: http://drupal.org/node/256795

Please do report your findings of the cause of this problem. Many user face the problem, but hardly anyone reports back. And feedback is the best way to prevent future problems!
