Role-based item creation permissions [#261423]

This feature is very useful for letting my staff easily and quickly add categories when needed, but I would like to restrict users who are not Staff from being able to create terms. Similarly, it would be nice if I could configure which level of hierarchy they are allowed to create new terms for so that they cannot muck up the root hierarchy on accident. Thanks for your time.

This is indeed a very important feature. This will not be included in the 3.x release though, because I want to release it and I don't have the time to get this in soon.

Per-level configuration is now possible: http://drupal.org/node/284062. That only leaves per-role settings. Which will be one hell of a UI. Most definitely postponed until somebody sponsors it.
