Timezones and date formatting in e-mails aren't useful

When I get e-mail notifications from about Drupal's bugs, Gmail would usually hide all the comments that I have already read (with a link to show them). This is handy, except it can't currently do that because each comment is given a slightly different date each time I get the e-mail. This is because it is seemingly formatted in the commenter's local timezone and format settings.

The other reason to do this is that seeing dates based on the commenting user's timezone isn't all that helpful anyway. A standard format and timezone makes more sense here.
