hello, i am about to develope a hebrew based website.
i am happy with the admin section in english.
is it possible to create an all hebrew (right to left) website without installing the hebrew language pack?
since drupal supports utf8 i would think it's possible.

I think you can use this theme without the langue support (http://drupal.org/project/garlandrtl).

You might want to look at the Hebrew installations profile (http://drupal.org/project/drupalhe). Even if you don't use all of it the included CSS file may help you.

I found this Googling the subject (http://drupal.org/node/103343) it’s a prior conversation about converting English themes for Semitic languages.

I have not done sites in Hebrew at this point but I am going to be adding some Hebrew to the site for my minyan soon – please share what you do that works.
