In TinyMCE Basic Setup, I have the following:
- Default State: disabled
- Allow users to choose default: true
- Show Disable/Enable Rich Text Editor Toggle: true

However, when editing a node, the TinyMCE always appears, and there is no "disable rich text editor" link.

I am using:
- Drupal 6.2
- tinymce module 6.x-1.1-dev
- TinyMCE 3.1.0.1
