IMCE browse button not show in fckeditor popup window

When the fckeditor is configured to display in a popup window the browse button for IMCE does not show.
Editor appearance: Default state: disabled; Show disable... : false; Use fckeditor in popup :true

If the fckeditor is reverted to not use a popup window then the browse button will display.
(above options reversed)
