Of course drupal can do blogs (hence the blog module). if you installed drupal and enabled the blog module, you just need to create a blog entry. From the navigation menu select "Create Content", then "Blog entry".

But how do we get common blog features such as
- access by period
- access by tags

I would know how to do that with Views, but are there any pre-coocked solution to make a real blog?

I think someone somewhere was talking about developing some specialised packages with associated modules to make things easier for people starting out or wanting to quickly deploy a certain type of website eg "
drupal for bloggers", "drupal for ecommerce sites" etc, though I'm not entirely certain how far that idea was taken.

If blogging is all you're ever going to want on this particular project you might be better off using specific blogging thingies or one of the fifty bazillion blogging websites out there, otherwise if you already have a handle on things it ma be easier to cook up a solution yourself and maybe share it for anyone else that ends up in your situation if it's taking a while to find one ready made :)

I am new to Drupal and was looking for info on enabling blog account functionality. It seems I must install Drupal to create blogs and to allocate blog accounts for myself and other users. I am correct?

If you specifically wanted drupal's blogging (and other) functionality, then yes.

I wrote-up a tutorial on this earlier this year. It details how to create a single user blog (instead of a multi-user blog with the Blog module):

I just went to the tutorial link proposed by alexfisher above in Creating a Blog in Drupal and while it is a way to implement a Bolg with Drupal, I find you may really want to read a great post
